Construction Management Representative

Project Overview:
Project Solutions Inc. is seeking an experienced Construction Management Representative for the rehabilitation of the Clover Creek wastewater disposal system in the Sequoia National Park, including tank restoration, system upgrades, and infrastructure replacement following fire damage. The project involves overseeing and ensuring proper execution of the construction work, compliance, and maintaining coordination among stakeholders throughout the project lifecycle.
This role is contingent upon award of project.
Responsibilities and Duties:
- Oversee, manage, and inspect construction work to ensure compliance with contract documents, codes, and safety standards
- Perform daily on-site inspections and document construction progress through reports and photographs
- Monitor contractor performance, workmanship, and adherence to environmental permits and safety requirements
- Provide on-site construction contract administration and support to the Contracting Officer
- Review and process submittals, RFIs, schedules, and payment requests
- Maintain logs, registers, and tracking systems for submittals, RFIs, and project documentation
- Coordinate activities and communication among NPS, contractors, engineers, and stakeholders
- Facilitate and attend meetings; prepare meeting minutes and reports
- Report issues, risks, and safety concerns to project leadership
- Assist with construction modifications, including cost estimating and proposal analysis
- Draft correspondence, reports, and recommendations for the Contracting Officer
- Monitor construction schedules and progress, ensuring adherence to timelines
- Support inspections, punch lists, and project closeout activities
- Ensure minimal disruption to park operations and protection of natural and cultural resources
Required Education, Skills, and Abilities:
Education/Certification:
- No specific formal education degree required
- OSHA 30-hour Construction Safety Training (minimum required, or must be obtained within 90 days of award)
Experience:
- Must be experienced in construction management and oversight
- Demonstrated experience in construction practices, building codes, and safety regulations
- Experience in inspecting construction work, monitoring progress, and ensuring compliance
- Ability to handle contract administration tasks such as reviewing submittals, RFIs, schedules, and payment requests
- Experience with cost estimating, negotiating, and preparing technical documentation
- Proven ability to coordinate with multiple stakeholders and manage project communications
- Familiarity with construction scheduling tools and project management systems
Key Attributes & Skills:
- Strong knowledge of construction practices, building codes, and safety regulations
- Ability to oversee, inspect, and evaluate construction work for quality, progress, and compliance
- Analytical and problem-solving skills to identify issues, assess risks, and recommend solutions
- Effective communication and coordination skills to work with contractors, NPS staff, and project stakeholders
- Technical writing skills to prepare reports, correspondence, and documentation
- Project management and organizational skills to track submittals, RFIs, schedules, and project records
- Ability to manage multiple tasks and maintain detailed documentation and logs
- Cost estimating and negotiation skills for construction modifications and contract support
- Computer proficiency, including Microsoft Word, Excel, and Project, scheduling tools such as Primavera or equivalent or a Project/document management systems
- Attention to detail in inspections, reporting, and compliance monitoring
- Ability to work independently on-site and support project execution across day and night shifts
- Effective written and verbal communication skills with contractors and project teams
- Ability to work independently with self-discipline and minimal supervision
- Professional appearance and conduct at all times
- Physical ability to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds
