Position/Project Overview:
Project Solutions Inc. is seeking a Senior Owner's Representative to support the City of Rapid City Public Works Department on a large, multi-year Maintenance and Operations Facility capital project in Rapid City, South Dakota. This role supports the City’s first-of-its-kind Design-Build-Finance delivery of a new approximately 300,000 SF municipal maintenance and operations facility.
This role is contingent upon award of project.
Responsibilities and Duties:
- Monitor contractor performance on capital construction projects, tracking progress against approved baselines and reporting on scope, schedule, cost, and risk.
- Review and interpret construction drawings, specifications, and submittals; identify discrepancies and coordinate resolution with project stakeholders.
- Assist the Owner with technical evaluations, RFIs, and contractor pay application reviews.
- Coordinate with field staff and contractors to resolve technical and construction issues promptly. Develop, maintain, and update project scope, schedules, and budgets in coordination with the Owner and project team.
- Provide technical project management and Owner’s Representative support throughout project development, design, and construction.
- Coordinate multidisciplinary project teams including owner staff, contractors, consultants, and other stakeholders.
- Identify and assess project risks; develop and recommend mitigation strategies or corrective actions.
- Schedule and facilitate meetings, prepare agendas and materials, and document meeting minutes and action items.
- Serve as the primary liaison representing the Owner to external partners and stakeholders, communicating project impacts and updates.
- Support construction contract administration activities including pay application review and change management.
Required Education, Knowledge and Skills:
- Bachelor of Science degree from an accredited university in engineering or construction management preferred.
- Minimum of ten(10) years of professional experience supporting municipal or public‑sector capital projects, including experience providing Owner’s Representative or senior project management services through design and construction.
- Demonstrated experience supporting projects delivered through design-build or similar alternative delivery methods.
- Experience reviewing and advising on design submittals, construction documents, and cost estimates prepared by design or design-build teams.
- Demonstrated ability to support construction administration, including review of contractor submittals, change orders, and construction progress.
- Experience coordinating with multiple stakeholders, including owner staff, design professionals, contractors, and public agencies.
- Demonstrated ability to manage and document project meetings, communications, and reporting.
- Experience assisting public agencies with procurement support, including preparation of RFPs, evaluation of proposals, and selection processes.
- Ability to identify, track, and help mitigate project risks throughout design and construction.
- Experience preparing written reports and presentations for senior leadership or governing bodies.
- Proficiency with Microsoft Office (Word, PowerPoint, Excel, Outlook), Microsoft Project, Microsoft SharePoint, and Microsoft Teams.
- Strong oral and written communication skills for daily coordination, reporting, and stakeholder interaction.
