Position/Project Overview:
Project Solutions Inc. is seeking a Construction Inspector to join a U.S. Department of Agriculture (USDA) project focused on storm recovery road repairs across the Nantahala National Forest in western North Carolina. The work involves on-site inspection of active road construction contracts to verify conformance with plans, specifications, and safety requirements, with seasonal inspection periods extending through fall and spring. The inspector will support projects across multiple forest locations under the direction of the USDA Forest Service Contracting Officer’s Representative, ensuring quality, progress, and compliance on federally funded infrastructure repairs.
This role is contingent upon award of project.
Responsibilities and Duties:
- Inspect contractor performance to verify compliance with contract plans, specifications, schedules, safety standards, and FAR requirements.
- Identify and document deficiencies or nonconforming work; immediately notify the Contracting Officer (CO) and Contracting Officer’s Representative (COR).
- Observe, document, and escalate issues while maintaining strict role boundaries.
- Prepare and maintain daily Contract Diaries and provide electronic copies for CO/COR records.
- Maintain a complete, organized contract file on site, including correspondence, submittals, testing reports, payrolls, and modifications.
- Verify materials, equipment, and quantities meet contract requirements (e.g., aggregate tickets).
- Monitor labor compliance, including wage posters, certified payroll spot checks, classifications, and weekly submissions.
- Verify approved submittals are in place prior to construction activities.
- Track construction progress against approved schedules and report delays or risks to the COR.
- Monitor and document construction safety compliance.
- Notify the COR immediately of differing site conditions, unauthorized changes, or discovery of archaeological materials.
- Support progress payment estimates and maintain records of payments.
- Maintain professional working relations with the contractor while protecting the Government’s interests; route all official actions through the COR/CO.
Required Education, Knowledge and Skills:
- Minimum four (4) year Bachelor’s degree in Engineering, Construction Technology, Construction Management or other related field preferred.
- Minimum of five (5) years of experience inspecting road construction.
- Strong communication and reporting skills, with a track record of timely coordination with Architecture/Engineering (A/E) teams.
- Experience working on federally funded projects.
- Ability to interpret construction schedules and accurately assess and document project progress.
- Capable of reviewing and evaluating payment requests against completed work and contractual milestones.
- Relevant experience on projects involving similar scope of work.
- OSHA 30 construction safety training preferred.
- Written and verbal communication, problem-solving, and conflict resolution skills
- Maintain a valid driver's license.
- Ability to multi-task and prioritize in a fast-paced work environment on large, complex construction projects.
- Ability to walk or climb on a daily basis to observe contract performance.
- Must be able to physically operate a motor vehicle without danger to self or to others.
