Construction Management Representative
Location: Cape Cod National Seashore, Wellfleet, MA
Position Type: Full-Time
Salary Range: $80,000-$95,000 annually based on experience.

Project/Position Overview:
This project will construct a new water control structure (WCS) on the Mill Creek at Cape Cod National Seashore. The WCS is part of the larger 1100-acre Herring River Restoration and will consist of a single-wall, sheet pile design that contains five, 5-ft wide adjustable combination sluice-flap gates to control tidal exchange in the Mill Creek floodplain. The sheet pile will be capped to avoid injury for anyone that accesses the structure. The project is in a remote, infrequently visited location with no existing road or trail access due to the extensive vegetation. Construction access to the site will be via a reinforced access route constructed by this project. The project will also construct access for park operations and maintenance via a reinforced/stabilized access route at marsh grade and an elevated, cantilevered catwalk attached to the wall for gate operation and maintenance/minor repair access along the length of the structure.
The project construction scope includes the following:
- Erosion & sediment control measures, including turbidity curtain installation.
- Site clearing.
- Cofferdam construction.
- Dewatering basin, diversion piping.
- Gravel access road construction, including wetland crossing (articulated concrete block matting).
- Water control structure construction.
- Sheet pile wall with concrete cap.
- Precast modular concrete block retaining wall.
- Five water control gates and power control system.
- Tidal channel dredging - Offsite disposal.
- Tidal channel dredging - Beneficial reuse.
- Reseeding disturbed areas.
Responsibilities and Duties:
- Provide technical assistance and support to CO during construction.
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
- Document issues encountered and problems experienced with the construction contractor.
- Review contractor's baseline and progress schedules.
- Draft project related correspondence for NPS to review and issuance.
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
- Deliver reports, reviews, evaluations, design work, etc. to CO.
- Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
Required Education, Knowledge and Skills:
- Education and professional qualifications related to construction, architecture, and engineering preferred
- 5+ years related Construction Management experience or related field required.
- Minimum of OSHA 30-hour construction safety training required.
- Knowledge of similar construction work so that the CMR can observe, document, and confirm conformance to the contract, plans, and specifications. Required relevant areas of expertise include, but are not limited to:
- Site protection.
- Excavation.
- Structural concrete.
- Structural steel.
- Sheet piling.
- Unit masonry.
- Electrical systems.
- Marine construction.
- Requisite experience to perform hold point inspections.
- Knowledge in construction practices including applicable building codes, applicable safety regulations, cost breakdown estimating and negotiating, and technical writing.
- Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
- Ability to read and interpret plans, schedules, and other specifications.
- The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit
- Written and verbal communication, problem-solving, and conflict resolution skills
- Knowledge of software including Microsoft Project, Word, Excel, and any other software for the project.
- Ability to traverse various terrains daily, including walking and climbing stairs or ladders, as well as navigating rough, muddy conditions in inclement weather (very cold, rainy, and snowy) to observe and inspect contract performance.
- Ability to maintain a valid driver's license.
- Ability to communicate effectively with a diverse range of individuals.
- Ability to multi-task and prioritize in a fast-paced work environment.
