Position/Project Overview:
Project Solutions Inc. is seeking an experienced Civil Engineer to support U.S. Air Force Civil Engineering programs at Goodfellow Air Force Base in San Angelo, Texas. This position provides full-time, on-site inspection and construction oversight services in support of Facility Sustainment, Restoration, and Modernization, Military Construction (MILCON), and related installation projects. Work will span diverse facility types including infrastructure systems (roads, utilities, water/wastewater), administrative and operational buildings, dormitories, training facilities, and secure environments such as SCIFs, as well as projects involving major telecommunications upgrades.
This role is contingent upon award of project.
Responsibilities and Duties:
- Prepare engineering drawings, plans, and technical documentation using drafting tools, preferably AutoDesk products such as AutoCAD.
- Develop and update project specifications using SpecsIntact or similar specification-writing software.
- Perform detailed cost estimation using industry-standard tools such as RSMeans or E4Clicks.
- Evaluate complex construction and public works projects, including water, sewage, and roadway systems.
- Provide professional engineering support to stakeholders and project partners.
- Conduct code research, analysis, interpretation, and ensure proper application to engineering designs and facility improvements.
- Apply engineering principles to resolve technical issues and support infrastructure development efforts.
- Manage construction contracts, including oversight of project scope, timelines, and deliverables.
- Perform cost control analysis and manhour evaluations to ensure efficient project execution.
- Conduct risk assessments and implement mitigation strategies for engineering and construction activities.
- Perform site inspections to verify project compliance with design specifications and regulatory requirements.
- Ensure quality control throughout all phases of project planning, design, and construction.
- Verify compliance with applicable codes, standards, and regulations for all engineering work.
- Utilize Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat to prepare reports, documentation, and presentations.
Required Education, Knowledge and Skills:
Education/Certification:
- Bachelor’s degree in Engineering from a program accredited by the Accreditation Board for Engineering and Technology (ABET).
- Licensed as a Professional Engineer (P.E.) in any State, the District of Columbia, Guam, or Puerto Rico OR
- Demonstrated equivalent combination of education and experience in accordance with specialized experience requirements.
- Must have successfully passed the Fundamentals of Engineering (FE) Examination and be qualified as an Engineer-in-Training (EIT) (minimum requirement if not licensed).
- Minimum of 10 years of experience in engineering, project management, construction, or a related field.
- Proven experience evaluating complex and diverse construction and public works projects (e.g., water systems, sewage systems, roadways).
- Demonstrated experience providing professional engineering support to key stakeholders and partners.
- Experience in code research, analysis, interpretation, and application to engineering and facility improvement projects.
- Background in managing construction contracts, including oversight and administration.
- Experience with cost control, manhour evaluations, and resource planning.
- Proven ability to conduct risk assessments and implement appropriate controls.
- Experience in quality control processes and performing site inspections.
- Working knowledge of code compliance requirements and regulatory standards.
- Proficiency in drafting and preparation of engineering plans using AutoDesk products (e.g., AutoCAD).
- Expertise in specification writing using SpecsIntact or similar tools.
- Strong cost estimating skills using RSMeans, E4Clicks, or equivalent software.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Proficiency in Adobe Acrobat and related document management tools.
- Strong analytical and problem-solving skills with the ability to apply engineering concepts to technical challenges.
- Ability to manage multiple projects and priorities in a complex environment.
- Strong attention to detail and commitment to quality and compliance.
