Position/Project Overview:
Project Solutions Inc. is seeking a Program Manager to support the 47th Civil Engineer Squadron (47 CES) and 47th Contracting Squadron (47 CONS) at Laughlin Air Force Base, Texas, by providing professional services in program management, construction inspection, and acquisition support under a long-term U.S. Air Force contract. The Program Manager is responsible for overseeing contract performance, coordinating project activities, managing deliverables, and ensuring successful execution of program objectives in accordance with Air Force requirements and contract standards.
Responsibilities and Duties:
- Provide overall management and oversight of contract performance supporting the 47th Civil Engineer Squadron (47 CES) and 47th Contracting Squadron (47 CONS) at Laughlin Air Force Base
- Coordinate and supervise the delivery of program management, construction inspection, and acquisition support services in accordance with contract requirements
- Ensure all services are performed in compliance with applicable Air Force Instructions (AFIs), Unified Facility Criteria (UFCs), Federal Acquisition Regulation (FAR), DFARS, and other governing regulations
- Manage personnel and resources necessary to support contract execution, including oversight of staffing, supervision, and service delivery
- Monitor contract deliverables and implement quality control processes to prevent critical errors and maintain performance standards
- Support Operational Security (OPSEC) requirements and ensure compliance with all applicable security and reporting procedures
- Coordinate staffing continuity and assist in maintaining uninterrupted contract performance, including supporting plans to fill vacancies within the required 30-calendar-day limit
- Serve as the primary point of coordination for contract activities and facilitate communication among stakeholders, project personnel, and Government representatives to ensure successful program execution
Required Education, Knowledge and Skills:
- Minimum four (4) year Bachelor’s degree in Construction Management or other related field preferred
- Professional certifications such as PMP, CAPM, AutoCAD Certified Associate (ACA), or E4Clicks certification are highly desired.
- Minimum of ten (!0) years of relevant Air Force/USACE project management
Experience:
- Experience managing programs, projects, or professional service contracts in a government or federal environment
- Experience overseeing the performance of multidisciplinary teams supporting program management, construction inspection, and acquisition support activities
- Experience working with federal regulations, policies, and procedures, including Air Force and Department of Defense environments
- Experience managing contract deliverables, quality control processes, and performance requirements
- Experience coordinating with government stakeholders and serving as a primary point of contact for contract-related activities
- Experience supporting staffing, personnel oversight, and continuity of operations to ensure uninterrupted service delivery
- Experience developing and implementing plans for workforce retention, vacancy management, and operational support

- Excellent verbal and written communication skills, with the ability to read, write, speak, and understand English fluently
- Strong organizational and project management abilities to manage multiple activities, deliverables, and stakeholder requirements
- Thorough understanding of federal, Department of Defense, and Air Force regulations, policies, and procedures
- Ability to implement and monitor quality control processes to ensure accurate and compliant contract performance
- Knowledge of Operational Security (OPSEC) requirements and the ability to support compliance in daily operations
- Strong problem-solving and planning skills, including the ability to manage staffing continuity and support vacancy mitigation efforts
