Position/Project Overview:
Project Solutions Inc. is seeking a qualified Construction Inspector to support the U.S. Forest Service La Mina Trail Reconstruction Project within El Yunque National Forest near Río Grande, Puerto Rico. This federally funded project involves the reconstruction and rehabilitation of the historic La Mina Trail, a 0.73-mile steep mountain path featuring 11 pedestrian bridges, 35 stair systems, retaining walls, and concrete structures damaged by previous storm events.
This role is contingent upon award of project.
Responsibilities and Duties:
- Verify construction work, materials, and methods comply with all contract drawings and specs.
- Identify deficiencies and immediately notify the Contracting Officer (CO) of non-compliant or unsafe work.
- Perform daily field inspections and hike the full La Mina Trail while documenting progress and site conditions.
- Maintain required contract files and prepare accurate daily diaries.
- Review submittals, schedules, and contractor-provided documents for compliance before work proceeds.
- Monitor labor, equipment, safety practices, and federal labor/wage compliance.
- Report differing site conditions, archeological finds, and any required corrective actions to the CO.
- Maintain professional communication with the contractor without directing their means or methods.
- Provide clear written reports and updates to the CO to support oversight, payment, and final acceptance.
Required Education, Knowledge and Skills:
- Minimum 5 years of experience in the field of architecture, engineering, and/or construction performing quality assurance and inspection services.
- Ability to communicate effective both orally and in writing.
- Knowledge of concrete work, rebar layout, retaining walls, gabions, shoring, erosion control, and related field standards prefferd.
- Experience in preparing correspondence, written reports, and briefing clients and management personnel.
- Familiarity with federal construction procedures, documentation requirements, and FAR compliance.
- Physically able to hike the entire La Mina Trail daily (0.73 miles, 468-ft elevation change, steep, narrow, wet terrain).
- Comfortable working in remote, rugged rainforest conditions with limited utilities or cell coverage.
- Knowledge of local and national codes.
- Knowledge of construction means and methods.
- Ability to interpret Architectural/Engineering plans and specifications.
- Familiarity with modern construction products (quality, uses, and applications).
- Knowledge of commonly utilized construction management software.
- OSHA 30-hour construction safety training preferred.
- Ability to maintain a valid driver's license.
