Position Title: BIA Construction Manager/Engineer 

Location:  Rapid City, SD

Salary Range: $90,000 to $115,000 annually based on experience

Project Solutions Inc. is seeking an experienced Project Manager for an exciting opportunity at our headquarters in Rapid City, SD that will be working alongside the Bureau of Indian Affairs (IA).  We are always looking for hard working professionals to join our diverse workforce and gain experience on a large variety of projects.  Indian Preference applies in filling vacancies to be given to qualified candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 4720.  

Job Summary

The incumbent will provide oversight of construction projects to include planning, designing, constructing, and renovating of Indian Affairs (IA) facilities, while maintaining quality of services and regulatory compliance. 

Responsibilities:

  • Provide support services to the Project Manager
  • Generate Indian Government Estimating budget analysis
  • Prepare complete solicitation packages (e.g. statement of work, statement of objectives, statement of requirements, conceptual drawings) with design guidelines for projects to be designed by design-build contractor
  • Conduct project management responsibilities such as: developing architectural and engineering statements of work; project schedules, cost estimates, and budgets; technical design reviews and analysis of drawings and specifications.
  • Ensure project compliance with contract provisions and standards; proposes contract changes and modifications; recommends final acceptance of work and prepares closeout documents.
  • Assist in ongoing development of Standard Operating Procedures (SOP).
  • Coordinate for and secures archaeological, historical preservation, environmental, and other clearances prior to construction and monitors project compliance with building and safety codes and standards through document reviews and site visits.
  • Attend meetings with tribes/tribal representatives, school boards, sister agencies, law enforcement officials, private interests, state officials, and other federal officials to present projects, describe impact and ensure adherence to schedule and designs.
  • Responsible for design and construction services for new facilities and the major alternation, improvement, and repair of existing facilities, from inception through the warranty period and final asset capitalization.

Knowledge/Skills/Abilities:

  • Kowledge of Federal Acquisition Regulations (FAR) to include FAR PL 100-297 and FAR PL 93-638
  • Knowledge of the Federal Procurement Process
  • Drive the technical aspects of all projects including establishing data points needed for measuring success, reading/writing technical specs, and estimating time and resources needed for project completion.
  • Ability to integrate frequent changes in scope into project planning.
  • Demonstrate organizational and time management skills.
  • Ability to read blueprints and conduct field verifications.
  • Very good project estimation and budget management skills.
  • Must be able to analyze and problem solve, even with significant ambiguity.
  • Understanding of schedule analysis to identify risks to project critical path
  • Understanding of cost review and analysis for changes in project scope.
  • Excellent verbal and written communication and negotiation skills.
  • Strong skill set working with teams of varying degrees of experience/competency.
  • Lead Project Solutions staff towards flawless execution of projects.
  • Ability to manage multiple projects simultaneously.
  • Be aware of all active engineering projects (present and under consideration) within the company and be able to document all objectives, line out action items and communicate clearly to all team members and stakeholders.
  • Ability to resolve escalated issues arising from operations and requiring coordination with other departments.
  • Schedule and prepare meetings with respective stakeholders, ensuring that projects happen on-time.
  • Ability to interact daily with the clients to interpret their needs and requirements and representing them in the field.

Educational/Experience Requirements:

  • Bachelor’s Degree in Architecture or related field required or a combination of education and experience that would include experience in an architect's office or in architectural work for each year short of graduation from a program of applicable study for a minimum of 5 years of experience. 
  • Expert knowledge in Microsoft Word, Excel and PowerPoint and Project and knowledge of AutoCAD.
  • Proven ability to consistently meet or exceed deadline expectations.
  • Team player who thrives on collaborating with others to produce proposals.
  • Comfortable in the dynamic atmosphere of a technical organization with a rapidly expanding customer base.
  • Excellent technical aptitude, analytical and detail oriented.
  • Adherence to Contract management protocols.
  •  OSHA 30 preferred.

Work Environment:
This position operates onsite in Rapid City, SD in a professional office environment using standard office equipment such as laptop computers, photocopiers, and smartphones.
Physical Demands - The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position will require the ability to lift files, open filing cabinets and bend or stand on a stool, as necessary.
Position Type/Expected Hours of Work - Days and hours of work are Monday through Friday, flexible scheduling options. Position operates during regular business hours. Occasional evening and weekend work may be required as job duties demand.
Travel - Some travel is expected for this position.
