Position/Project Overview:
Project Solutions Inc. is seeking a Quality Assurance Representative (CONREP) to support the U.S. Army Corps of Engineers (USACE) on the New Lock at the Soo project in Sault Ste. Marie, Michigan. This role will provide independent quality assurance oversight of mass concrete construction activities within the new lock chamber, ensuring the construction contractor’s work complies with contract drawings, specifications, and USACE quality standards. The CONREP will perform field inspections, witness and conduct concrete testing, document construction activities, and coordinate closely with USACE quality assurance staff and the contractor’s quality control team. This position is performed on-site at the Soo Locks project, supporting ongoing construction operations and concrete placement activities for one of the largest civil works projects currently underway within the USACE portfolio.
This role is contingent upon award of project.
Responsibilities and Duties:
- Provide independent Quality Assurance oversight of the Mass Concrete Definable Feature of Work (DFOW) for the New Lock Chamber project.
- Ensure the Construction Contractor’s work complies with contract specifications and drawings in accordance with USACE quality standards.
- Work directly with the Construction Contractor’s Quality Control (QC) staff and Safety Personnel, as well as USACE QA personnel, technical staff, contract administration personnel, and leadership.
- Maintain communication with the USACE Task Order COR regarding inspection and testing concerns related to the work.
- Attend daily USACE QA / Contractor QC meetings and weekly meetings with the USACE Task Order COR, documenting discussions.
- Attend three-phase meetings regarding the assigned Definable Feature of Work.
- Coordinate inspection needs with the Contractor QC department.
- Spend approximately 70% of the workday in the field observing and monitoring construction activities and 30% reviewing documents and preparing reports.
- Review and enforce EM 385-1-1 Safety and Occupational Health requirements onsite as applicable.
- Review project specifications, drawings, submittals, RFIs, ECIFP, and other associated contract documents related to the assigned DFOW.
- Perform daily field inspections before, during, and after concrete placement, including inspection of formwork, reinforcing steel, embeds, thermal sensors, waterstops, and curing practices.
- Observe and verify concrete placement techniques, consolidation practices, lift heights, reinforcing steel positioning, formwork stability, and waterstop alignment during placement.
- Monitor curing practices, thermal control measures, weather protection, and surface condition after placement.
- Perform or witness concrete testing, including slump, air content, temperature, unit weight, compressive strength cylinders, aggregate gradations, and other testing as directed.
- Maintain and clean testing equipment and laboratory work areas.
- Prepare daily QA inspection reports, including inspection type, inspection results, location, and relevant photos documenting work progress and deficiencies.
- Upload inspection reports and documentation into USACE RMS within required timelines.
- Review the Construction Contractor’s QC daily reports and notify USACE if contradictions exist.
- Communicate quality issues with the contractor and document those interactions in daily reports.
- Immediately notify USACE if imminent safety hazards, environmental threats, or infrastructure damage risks are identified.
Required Education, Knowledge and Skills:
- Minimum 5 years of experience in Quality Assurance or Quality Control on commercial or industrial construction projects involving concrete placement.
- Must be familiar with reading construction plans and specifications.
- Experience working on USACE projects or heavy commercial or industrial construction projects is required; residential construction experience is not considered relevant.
- Must possess a valid driver’s license and be able to operate site transportation equipment such as side-by-side vehicles.
- Must complete OSHA-30 training prior to arrival on site.
- Personnel performing testing must hold the following certifications:
- ACI Concrete Field Testing Technician – Grade I
- ACI Concrete Strength Testing Technician
- ACI Aggregate Testing Technician – Level 1
- Must be able to pass a federal security background check to access the project site.
- Must comply with site security policies, training requirements, and access procedures.
- Must be able to perform physical work in construction environments, including walking rough terrain, climbing ladders, working around heavy equipment, and lifting testing materials and equipment.
- Must be able to work variable schedules aligned with contractor operations, including nights, weekends, holidays, and rotating shifts.
- Valid driver’s license.
